Brian Blood, Chief Executive, Confederation of Asian & Pacific Accountants (CAPA)Brian has been Chief Executive since September 2009 and was previously with global Big 4 accounting firms for 27 years in the United Kingdom and Australia, including 16 years as a Partner. He commenced his career with Arthur Andersen in London, England and transferred to Sydney, Australia in 1985, later joining Ernst & Young. As an audit partner he worked with many large, multinational corporations. In his last ten years as a partner, he worked increasingly with public sector clients, in both an audit and advisory capacity. He is currently an independent chair or member on a number of Australian state-government audit and risk committees in planning, environment, transport, health and emergency services sectors. The entities are significant in size, some with over 10,000 employees or with assets worth billions of dollars. Brian was the President of CPA Australia in 2002. In 2003, he was honoured with a Centenary Medal for services to the accounting profession in Australia.
Gill Cox, Independent Non-Executive DirectorGill was a partner with Deloitte, a global Big 4 accounting firm, and Chair of its National Board of Partners in New Zealand. With passion for the public sector, he is currently an independent director and advisor and has served in governance positions on New Zealand crown agencies, state-owned enterprises and local government trading organisations across various sectors including in health, land transport, waste services, electricity distribution, tertiary education, disaster recovery and venue management. Gill is a past President of the New Zealand Institute of Chartered Accountants which is now part of Chartered Accountants Australia and New Zealand (CA ANZ), of which he is a Life Member. He was awarded the Officer of New Zealand Order of Merit for services to business, in 2011.
V. Kanagasabapathy, President of the public sector wing of CA Sri LankaMr. V. Kanagasabapathy holds a Master’s Degree in Public Administration from Harvard University, U.S.A. and is a Fellow Member of the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka), Association of Public Finance Accountants and Institute of Certified Management Accountants of Sri Lanka; and is also a member of the Chartered Institute of Public Finance Accountants (CIPFA) London. He is currently the President of the public sector wing of CA Sri Lanka. He has over thirty-five years’ experience in the Ministry of Finance in several senior capacities and retired as a Director General of Public Enterprises. While in service he served as NED of several state banks and other boards of state-owned enterprises. Currently, he is serving as a NED on the board of Hilton Colombo, a company fully- owned by the government. He is also a member of the Council of Management of a State University in Sri Lanka, member of the Audit Committee of Institute of Policy Studies and Audit Committee Consultant to the Board of Investment of Sri Lanka.
Nora Tahir, Independent Non-Executive DirectorNora has more than 3 decades of work experience with the last 15 years in the banking and capital market sectors. Her most recent positions were as the Chief Financial Officer for various banks, ranging from commercial to the public sector, and the National Mortgage Corporation of Malaysia, namely, Cagamas Berhad. Nora currently sits on the board of Bank Pembangunan Malaysia Berhad, a development bank wholly owned by Malaysia’s Ministry of Finance. She is the Chair of its Board Audit Committee. An ardent supporter of the sustainability agenda, Nora is a strong believer in promoting technology as an enabler. She is committed to achieving what she sets out to do. She is a Fellow member of the Institute of Chartered Accountants in England and Wales (ICAEW) and was active in its alumni group, including as the Treasurer of the predecessor of the ICAEW Members Society, Malaysian Chapter.
