In this webinar we will be joined by the Office of Tax Simplification to discuss the OTS review of CGT that covers aspects of the taxation of chargeable gains.
The review seeks opportunities to simplify administration and the impact of technical issues, together with exploring areas where the present rules can distort behaviour or do not meet their policy intent.

Bill Dodwell, Tax Director, Office of Tax Simplification (OTS)
Bill Dodwell was appointed Tax Director of the Office of Tax Simplification on 14 January 2019, having worked in the OTS as a Senior Policy Adviser since July 2018. Prior to that he was head of tax policy at Deloitte. He has law degrees from King’s College London and Queen’s College Cambridge and is a chartered accountant and chartered tax adviser.
Bill is a former president of the Chartered Institute of Taxation and has chaired their technical committee. He is currently editor-in-chief of the CIOT’s Tax Adviser magazine and website. Bill is a member of the GARR Advisory Panel. He has represented Deloitte and the CIOT at the Public Accounts Committee, the Treasury Select Committee and the House of Lords Economic Affairs Committee.
Lisa Spearman, Private Client Partner, Mercer & HoleLisa is a private client partner, with over 30 years’ experience of advising high net worth individuals on a broad range of tax and trust issues. Her overriding aim is to demystify tax and to provide clear advice for her clients on how to organise their tax and financial affairs. Lisa uses her experience to help clients identify their objectives and then her skill at tax planning to find a practical and efficient way to meet them. In addition to advising on all UK tax matters relating to individuals, Lisa leads our specialist team that focuses on non-UK domiciled clients. She is an expert in the tax effective use of offshore trusts, and helping people understand the impact of residence and domicile issues.
A member of the ICAEW Tax Faculty Technical Committee, Lisa is also the former Chairman of the ICAEW Tax Faculty’s Private Client Committee and within that led the working party on non-domicile and residence matters. Mercer & Hole is a founder member of The International Accounting Group (TIAG), which is part of TAG Alliances, and Lisa is proud to co-chair the alliances’ tax group. From time to time, Lisa contributes articles and commentaries to the professional press and forum groups.
Anita Monteith, Tax Technical Lead, ICAEW
Anita is senior technical manager responsible for tax policy at ICAEW, working both on new tax policy proposals and also on their practical implementation. She has a particular interest in the taxation of work and in 2014 was seconded to the House of Lords Select Committee on Personal Service Companies. Anita has been closely involved with digital developments in tax and is currently involved in Making Tax Digital as well as on the recent developments in off-payroll working (IR35).She is a qualified Chartered Accountant and Chartered Tax Adviser and a past chairman of the ICAEW Tax Faculty. Anita is a regular speaker and chairperson at conferences, appears frequently on television and radio talking about tax and is a regular on Radio 4’s Moneybox.
