Mark Farmer, Founding Director & CEO at CastMark has 30 years’ experience in construction and real estate and is a recognised international commentator on a variety of industry and policy related issues. Mark authored the Farmer Review, an influential 2016 independent government review of the UK’s construction labour model entitled ‘Modernise or Die’. In 2019 he was appointed as the government’s Champion for Modern Methods of Construction in Housebuilding.Mark is a member of the Construction Innovation Hub Industry Board, the Construction Leadership Council Advisory Group and is a board member for Construction Scotland Innovation Centre. He is also a national co-chair of Constructing Excellence and the Urban Land Institute UK Residential Council and a trustee of the MOBIE educational charity.Mark is an honorary professor at The University of Salford’s School of Built Environment and holds honorary doctorates from the University College of Estate Management and the University of Wolverhampton.
Andrew Smith, Director, SavillsAndrew joined Savills in 1992, and is a director in the Housing and Healthcare - Valuation team, based in the Leeds office. After graduating from Nottingham Trent University with a diploma in Estate Management, Andrew went to work for North Housing (now Home Group) where he carried out Land Acquisition, Asset Valuation and Right to Buy valuations for five years before moving to Savills. Andrew specialises primarily in the valuation of social rented and affordable housing for Loan Security, Accounts and Bonds. Andrew also provides valuation advice for Development, Disposal and Agency of property for RPs and their Lenders throughout the UK. Andrew is a member of the Savills MMC working group, and an expert on MMC in the Social Housing Sector.
Yogeta Partridge – Treasury Solicitor, L&QYogeta is a qualified solicitor with over 15 years’ experience who specialises in property finance. Her first 4 years were spent in private practice acting on behalf of housing associations and funders in relation to funding transactions, and then moved to share this knowledge and expertise in house at L&Q, where she has been since. Yogeta is passionate about sharing her knowledge and expertise to create consistency and efficiency across the sector, and in 2014 she created two working groups:
1) The ‘Legal Treasury Group’ - set up for those involved in using property assets to secure debt within various housing associations (including non-legal representatives) across the country to share best practices and knowledge share. The group now has approximately 41 members and is increasing;2) The ‘Property Finance Working Group’ – set up to work with funders’ lawyers, borrowers’ lawyers, and valuers to streamline and create consistency within the property charging process and discuss other topics of impact such as modular housing.
Outcomes from the working groups are, but not limited to, a standardised form Certificate of Title which is now widely used in the sector, a minimum standard approach to Section 106 mortgagee protection clauses and the GLA template s106 mortgagee protection clause. Yogeta communicates key messages across both groups to ensure that the two groups remain linked and the core objectives are being met. Yogeta is a member of a working group headed up by Mark Farmer to collaboratively identify what is required to be able to use modular methods of construction to secure against bank lending.
Ray Tierney, Relationship Director, Housing, Lloyds Corporate & Institutional Coverage, Lloyds Banking GroupRay is an experienced, client facing banker with 20 years of banking experience. Having commenced his banking career in Dublin, Ray has in the past arranged a mix of UK and European Leveraged Finance transactions, restructured non-performing loans and succeeded in disposing of a number of large loan portfolios. Ray joined the Lloyds’s Social Housing team in 2014 and currently manages the Bank’s relationship with some of the largest Housing Associations in the UK. Ray is Lloyds’s representative on the UK Finance Social Housing Panel
