Event information

Since the UK departed from the European Union, moving goods between Great Britain and Northern Ireland has presented challenges and complexities. Whilst an agreement in principle was reached, implementing changes is occurring gradually over time.

Joining Ed Saltmarsh from ICAEW's Tax Faculty is Niamh O'Connor, Customs Advisor from Strong and Heard. Niamh will share an overview of the new trading arrangements that were postponed to May 2025 and their potential impact on businesses involved in goods transportation from the UK to Northern Ireland.

Expect to hear about:

  • The latest on differentiating between at-risk and not at-risk goods, including guidance on duty payment obligations;
  • the UK carrier scheme;
  • the Northern Ireland Retail Movement Scheme;
  • Information on qualifying Northern Ireland goods and the process for moving them from Northern Ireland to Great Britain; and
  • XI EORI Numbers (Economic Operator Registration and Identification) what they are, and when they are required.

About the speakers

Niamh O'Connor, Customs Advisor & Head of Communications, Strong & Heard
Niamh combines her technical proficiency in UK customs regulations with over 15 years of experience in marketing and strategic communications. Her dual role bridges expert regulatory advice with stakeholder engagement and knowledge dissemination, supporting clients and the wider international trade community.

Niamh specialises in UK Customs and International Trade, with a particular focus on Northern Ireland post-Brexit. She provides tailored guidance on regulatory changes, movements of goods between Great Britain and Northern Ireland, and the operational requirements of the Northern Ireland Protocol.

Ed Saltmarsh, Technical Manager VAT and Customs, ICAEW Tax Faculty
Ed joined the Tax Faculty in 2022 focussing on VAT and duties, as well as other indirect taxes.

Ed qualified as a Chartered Tax Advisor in 2017, specialising in indirect taxes, and also has qualifications in customs duties and tax technology. He was previously a senior manager in the VAT team at BDO, where he worked for more than seven years.

CPD hours

ICAEW's revised Continuing Professional Development (CPD) Regulations bring in new CPD requirements. This includes a minimum number of hours and an ethics requirement. Attending this webinar could contribute up to 1 hour of verifiable CPD, providing you can demonstrate that the content is relevant to your role.
